Massachusetts Welfare Reform Act is adopted.

(Feb.) Signed by Gov. Bill Weld, the law establishes a two-year limit for most recipients, required non-exempt recipients to either work or perform 20 hours of community service each week, and establishes a family cap that no longer allows additional payments for women who have children while receiving benefits.
